NKR Foreign Ministry: Artsakh people’s right to decide on own fate will be recognized by international community PDF Print E-mail

PanARMENIAN.Net - International Court of Justice ruling on Kosovo independence legally confirmed that people’s right to self-determination does not violate norms and principles of international law, including territorial integrity principle, Artsakh Foreign Ministry statement said.

“The resolution is very important both from political and moral viewpoint, its precedent- related significance not to be limited by Kosovo instance. Having fulfilled its right to formation of independent state, Artsakh people had to resist Azeri military aggression, leaving thousands of victims and refugees. These actions have yet to be assessed by international community,” the statement emphasized.

While confronting Baku’s aggressive policy, Karabakh people continue with formation of a democratic state, integral to South Caucasus regional security system.

“Artsakh people’s right to decide on its own fate will undoubtedly be recognized by international community. This right was fulfilled in accordance with basic norms of international law,” the statement concluded.

On 22 July, the International Court of Justice issued an advisory opinion on Kosovo's declaration of independence. The ICJ ruled that a declaration of independence does not violate any UN resolution or international law.

 
Armenian-Turkish border may be opened for period of NATO exercises in Armenia PDF Print E-mail

PanARMENIAN.Net - From September 11 to 17, Armenia will be hosting NATO exercises - Armenia 2010, during which skills of humanitarian relief units in zones of disasters will be practiced.

The Armenian-Turkish border will be opened for the period of NATO exercises to allow passage of Turkey's military column, Turkish Radikal paper reported.

19 countries will participate in the exercises held as part of NATO's Partnership for Peace program. The Turkish paper referred to the fictitious scenario of exercises, according to which servicemen will be have to save civilians after a disastrous earthquake, similar to 1988 earthquake in Armenia. The paper added that Azerbaijan has refrained from participating in the exercises.

 
Turkish journalist faces imprisonment for column about Dink case PDF Print E-mail

PanARMENIAN.Net - Hopes are dimming for justice in the murder of Turkish-Armenian journalist Hrant Dink as the 14th hearing in the case is held in Istanbul, with family members, lawyers and supporters saying the investigation has been lacking, Hurriyet Daily News reports.

Expressing some of the same concerns Daily News columnist Cengiz Candar is now facing a prison sentence of between one and three years for a column about the case.

Expectations for the high-profile Dink trial have fallen as suspects in the case have repeatedly been released, leaving just three men under arrest, a friend of Dink said.

“The demands of the Dink family’s lawyers from the court have not been met thus far. Even the man on the street knows there are more people behind this murder than these three suspects, but they are not here,” said Hayko Bagdat, first Armenian who broadcasts a critical radio program in Turkey.

The next hearing in the Dink case has been postponed until Oct. 25.

In a February column published in daily Referans and the Daily News, Candar had expressed some of the same concerns as Bagdat. “No justice comes, or can come, out of that [court] room. The Hrant Dink case proceeds with such frivolity that it is impossible to expect justice from such recklessness,” Candar wrote in his column titled “Hrant and ‘justice’ being ridiculed,” in which he criticized the court for, among other things, “forgetting to bring in the most critical witness.”

Candar is facing a prison sentence on charges of “insulting a public officer.” In his testimony to the prosecutor in charge of press crimes, who summoned him to testify in the spring, Candar said his column did not include any insult and that he held no personal hostility toward the court. He added that even the judge allegedly insulted by his column had agreed with the conclusion that the courtroom lacked decorum and felt no need to proceed with the charges. Undeterred, the prosecutor filed the case on behalf of the judge. A court in Istanbul’s Bakirkoy district accepted the indictment, but postponed Candar’s initial hearing to a new trial date of Dec. 13.

“It’s rubbish, what can I say?” Candar said. “That in Turkey, in the year 2010, this kind of threat should hang over freedom of expression is clearly ridiculous.”

 
Nalbandian Says Karabakh Plan is Modified PDF Print E-mail

YEREVAN (RFE/RL)—Armenia’s Foreign Minister Edward Nalbandian insisted on Wednesday that the Armenian and Azerbaijani presidents did receive a freshly amended international plan to resolve the Nagorno-Karabakh conflict at their most recent meeting in Russia last month.

Official Yerevan has described it as a “new version” of the basic principles of a Karabakh settlement which were first formally put forward by the U.S., Russian and French mediators in Madrid in 2007.

According to Armenian officials, Russian President Dmitry Medvedev presented the document to his Armenian and Azerbaijani counterparts during their June 17 talks in Saint Petersburg. The Azerbaijani side has denied this.

“During the meeting on June 17 in Saint Petersburg, a new version of the Madrid document was presented,” said Nalbandian. “So during the upcoming meeting in Almaty [of the Armenian and Azerbaijani foreign ministers,] the big question will be whether Azerbaijan will continue negotiations on the basis of the new version of the Madrid document, as it was agreed at the June 17 meeting.”

Azerbaijani officials say the ongoing peace talks continue to center on another version of the Madrid principles that was submitted to the conflicting parties in December and January. They say Baku has accepted it with a number of “exceptions” and is still awaiting Yerevan’s positive response.

Nalbandian again dismissed these claims, saying that those exceptions outweigh provisions acceptable to Baku. “In effect, that means not accepting [the peace plan,]” he told a joint news conference with Poland’s visiting Foreign Minister Radoslaw Sikorski
Nalbandian and his Azerbaijani counterpart, Elmar Mammadyarov, are expected to meet on the sidelines of an OSCE ministerial conference in Almaty, Kazakhstan’s largest city, which begins its work on Friday. The American, Russian and French co-chairs of the OSCE Minsk Group hope that the talks will enable the parties to move further forward in their protracted search for peace.
